TL DR - The Moon Presence and Oedon are both of the moon, but Oedon is there to get busy with humans and MP is there to encourage the destruction of failed attempts at making baby Great Ones. If we believe that the Great Ones understand more than we ever could conceive, then it's not out of the question to say that the Moon Presence knows that creating an environment that would breed hunters (a typical night of the hunt in Yharnam) will eventually yield Mergo's death. Let's look at what happens on the night of a hunt: the red moon hangs low (a symbol that most of us associate with the Moon Presence because of the iconic imagery from its introduction) and the line between man and beast is blurred (encouraging hunters to slay anything that poses danger). So, to the point, what is the Moon Presence's role? If Oedon is responsible for impregnation, I think the Moon Presence is responsible for termination. What better time is there for a Great One to appear, especially one who is notorious for finding surrogates? A red moon might mean just the opposite.
BLOODBORNE MOON PRESENCE FULL
A full moon could be symbolized as the peak of fertility for a woman. These cycles tend to represent a woman's monthly cycle during which she can become pregnant and when she cannot. The moon is a common literary symbol for femininity because of its cycles. However, I do believe they are separate sides of the same coin (or the same moon). The Moon Presence could be considered formless in the Waking World while still existing in the Dream, a place that may be formless in itself as it only exists in our minds. I wouldn't be the first to suggest that the Moon Presence and Oedon are one in the same. They find significance in the moon, and who is the Great One most celebrated by the people of Yharnam? Oedon is the only one who has a chapel named after them, so it seems likely that's the one that comes to mind when people look to the moon. There is another description that mentions "the sky and the cosmos are one," so we know that the people of Yharnam look to the heavens (where the moon most notably resides) when they think of their Great Ones' visitation.
And when the Great Ones descend, a womb will be blessed with child." I suspect that the line about the red moon hanging low is not coincidentally paired with the second sentence about conception, suggesting that when the red moon hangs low, a womb will be blessed with child. We also know from an in-game lore description "when the red moon hangs low, the line between man and beast is blurred. A Third Umbilical Cord description notes that "This cord granted Mensis audience with Mergo, but resulted in the stillbirth of their brains." It doesn't seem like anyone prior to this has had a similar experience when confronted with a Great One, and it's especially odd that it happened to the school of Mensis since they likely had high insight. However, when Mergo was stillborn, it created a problem. It seems that Oedon and Queen Yharnam parented a child together named Mergo.
We know that Oedon likes to knock ladies up. Here's why I think that's the Moon Presence's ultimate role. It seems more likely that the Moon Presence's ultimate goal is the removal of Mergo. There's not really a lot to suggest that the Moon Presence wants the other Great Ones dead.
